Faction ammos. Sell them in high-sec systems boardering low-sec near 0.0 outside of Minmatar space. The further away from Minmatar space the better.

Republic Fleet is the best in my opinion. There is a nice level 4 agent in Emolgranlan that will never send you to low-sec space.

I never seem to get all the good Angel missions I used to get from the Agent in Emol. I used to mission in Gelfiven 9-17 and would get worlds collide, angel extraveganza, the blockade, etc etc all very high bounty, good salvage angel rat missions....
